About the Department of Resources

The Department of Resources is a Queensland Government agency that works to optimise the value of Queensland’s land, mineral, petroleum and gas resources, balancing the state’s sustainable economic prosperity with just outcomes. It supports landholders, businesses, and community stakeholders.

The department’s vision is to be an influential and economically important arm of government, that advocates for the public interest. It has a business unit that manages grant funds to not-for-profit natural resource management organisations for projects promoting sustainable outcomes and innovation for land resources.

The challenge

The grant management system that the Department of Resources previously used no longer suited its business needs. A new system was required to improve the workflow processes and the level of service while ensuring the integrity of grant processes and adherence to legislation.

The system needed to be flexible enough to adapt to departmental changes to the grants programs and business requirements. It also needed to manage a large number of projects, ensure consistency in processes followed, allocation of funding and compliance with legislative guidelines.

The Department of Resources required a system that:

  • Had the functionality to manage grant applications, reviews and assessments
  • Could be customised to the department’s own workflows
  • Could automate manual processes to ensure consistency
  • Could facilitate project management performance and financial report submission from external grant recipients, allowing for multiple levels of internal reviews
  • Had a user-friendly outward-facing interface for applicants
  • Had customisable dashboards and reports for department staff

We needed something that was flexible for when departmental changes altered our requirements. The advice provided by the OmniStar business analyst and the ability to work closely with the team in developing the system specifications ensured they were built to the requirements of the department’s funding program. We have received feedback from our funded recipients that the system is easy to navigate, intuitive and user friendly.

The solution

OmniStar allowed the Department of Resources to create a customised system to suit its own workflow and compliance requirements. Assisted by an OmniStar business analyst, the department was able to flesh out its business needs, develop workflows that would automate manual processes to improve consistency.

OmniStar created significant time efficiencies for staff managing the funding program by providing a central portal that brought together all the steps in managing funding in one place, from applying and processing applications, managing project reporting and progress, through to acquittal of projects.

The portal also captures all decisions made by the grants program oversight committee. This internal record-keeping has helped to meet all the department’s compliance expectations and communicate decisions to external grant recipients with a streamlined workflow.

Face-to-face training provided by the OmniStar team has helped staff to quickly become familiar with the system, and departmental users have been able to develop multiple custom dashboards and reports. OmniStar has also provided an easy-to-use interface for external grantees.

And with the flexibility of OmniStar, the new management system can quickly and easily adapt to any new departmental requirements.
